Summative Tests Redesign Overview
The STAAR redesign is a result of House Bill (HB) 3906 passed by the 86th Texas Legislature in 2019. The Texas Education Agency (TEA), working with a wide range of education stakeholders, including the Assessment Education Advisory Committee, has been exploring the most instructional supportive approach to implementing these changes. The redesign will be implemented in the state summative assessments administered in the 2022–2023 school year.
The STAAR redesign includes several components:

Overview
STAAR Alternate 2 is an assessment based on alternate academic standards and is designed for students with significant cognitive disabilities receiving special education services. STAAR Alternate 2 was developed to meet federal requirements of both the Elementary and Secondary Education Act (ESEA) and the Individuals with Disabilities Education Act (IDEA).
The assessment consists of 24 scripted questions. The test materials include:
- a test administrator booklet with the scripted questions and administrations guidelines
- a student booklet that contains stimulus images and text needed for the student to select answers
Testing Window: March 29 – May 7, 2021

Supplemental STAAR Alternate 2 Training Module
As part of the Texas Education Agency’s (TEA) ongoing efforts to improve the state’s testing program, the Student Assessment Division has developed a web-based training, the STAAR Alternate 2: Eligibility module to provide guidance to Admission, Review and Dismissal (ARD) committees to make assessment decisions based on state guidelines.
Each training module consists of two videos and follow-up questions about the content covered in the videos.
After completion of the module, participants will be able to view the overall score and download a certificate of completion. Individuals will be prompted to fill in their first and last name and date of completion prior to printing or saving a copy of the certificate. Note that any unsaved certificates will not be retrievable at a later time.
STAAR Alternate 2: Eligibility
- This module helps ARD committee members assure that only students with significant cognitive disabilities are assessed with an alternate assessment. It is designed to supplement, not replace, the mandatory training required of all personnel involved in testing.
-
Texas English Language Proficiency Assessment System (TELPAS) and TELPAS Alternate
A federally required assessment program designed to measure the annual progress that ELLs make in learning academic English in grades K - 12.
General Information about TELPAS
- TELPAS assesses students in alignment with the Texas English Language Proficiency Standards (ELPS)
- There are four language domains used to assess TELPAS: listening, speaking, reading, and writing
- Student performance is reported in terms of the four English language proficiency levels: beginning, intermediate, advanced, and advanced high
- TELPAS results are used in accountability and performance-based monitoring indicators
Eligibility Requirements
- All K-12 ELLs, including those whose parents declined bilingual/ESL program services (denials/PEIMS code C) are assessed annually
- There are rare circumstances in which a student served by special education may not be required to participate in one or more TELPAS language domains.

The Texas Education Agency (TEA) has created optional online interim assessments that align to the Texas Essential Knowledge and Skills (TEKS). Test questions for the STAAR Interim Assessments are developed with Texas teachers and include some former STAAR items. These assessments will be available at no cost to districts and schools, and they are not tied to accountability.
STAAR Interim Assessments provide the flexibility for districts to assess students below their enrolled grade level. Testing below a student's enrolled grade may be appropriate for students who are consistently performing below grade-level expectations on classroom assignments and assessments. Allowing a student to test below grade level during both fall and spring interim assessment opportunities may provide the student a chance to show academic improvement that may not be apparent in the student's grade-level summative results.
