Office of the Superintendent

Kelly E. Waters, M.Ed.

Kelly Waters recently became El Campo ISD’s Superintendent of Schools on June 8, 2015.  She has been a teacher, parent educator, assistant principal and principal, and she most recently served as El Campo’s Assistant Superintendent for Curriculum and Instruction.  Under her leadership, George Junior High School, a Title I school with 75% low socio-economic students, earned TEA Gold Performance Acknowledgements; was named on the Texas Monthly Top Public Schools List; and was selected as a Just for Kids High Performing School.  Waters has also been named the Texas Association of Secondary School Principals Middle School Principal of the Year.  She is in her 26th year of educating students.

Waters is an El Campo High School graduate, holds a Bachelor of Science in Education from Texas Women’s University, a Masters of Education (M.Ed.) in Educational Leadership from Prairie View A&M, and her Superintendent Certification from the Region IV Education Service Center certification program.

Waters’ husband, Kenny, is an Instrument Design manager for Mustang Engineering in Houston, Texas.  They have three children.  Kaitlin attends the University of Houston while Kellcie and Kent both attend Texas A&M.

No single leader can do what is required to refashion schools and classrooms, but what I can do is be a catalyst for educators who come to share the vision Everyone Counts.  It is important that the district goals align with what our community believes and values.  I know the first time I read the district goals I thought – Hey, sign me up!  El Campo is fortunate to have a school board that sets high expectations and provides focused monitoring documents and a cycle of effective classroom instruction with supports to guide our educators’ work as we move forward.  Our community is very fortunate to have leaders, teachers and support staff that love and believe in children. Go Ricebirds!
